When I am creating a new ticket or viewing a ticket, I would like to be able to move it to the top of the Project's backlog. Is this possible? Currently I have to finish creating the ticket, then move to the backlog and move it to the top from there.

Currently you cannot move the issue to the top of the backlog while creating/viewing it. The reason is that the issue do not keep a reference to which board it is on, a board is basically just a filter and that is how the issues ends up on the board.
@Mikael Sandberg this feature was available in JIRA data centre. Having just moved to JIRA cloud I was disappointed to see it gone.
The ticket is related to a project and a project has a backlog, it seems like a simple relationship and as I mentioned was an option with Jira data centre

Unfortunately, I dont think there is a way to do that when creating/viewing a ticket. :(
OTOH, if you are on the backlog view, you can use keyboard shortcuts, s+t to move a ticket to the top quickly.
