Is it possible to mimic a workflow by managing what statuses are visible by Rule?

We have many statuses, each connected to the default In-Progress Category.  Rather than create new transitions and Categories, is it possible to create Rules that would restrict the Statuses so that only one Status is visible, until the current Status is changed to the visible one?  This would mimic adding transitions and categories, if I have my terms right.

If you are referring to the Automation Rules feature, no that cannot be used to limit visibility of statuses.
