Is it possible to make comments OR and attachment required?

Hello, 

My workflow currently has a status In UAT with options for UAT Pass / UAT Fail to transition the issue. I currently have it setup where an attachment is mandatory. I would like to know if it possible to allow the transition if comments are entered or if there is an attachment. If comments are present OR an attachment is attached it will allow transition to either option Pass/Fail. If neither are present, it will give the error for one or the other.

I understand that the user will not always want to attach a document so if comments are available, that will suffice and transition will be allowed.

Might sound confusing.
