To keep things standard in JIRA (for reporting reasons), I want to be able to make a dropdown menu for labels vs. allowing people to make free form labels, just like the priorty dropdown.
Is this possible? If so, how do I go about setting this up.
Components are a good option for what you want. They are defined by the Project Admin so they can be controlled. And no custom fields are required.
No, that's not what a label field is for - the whole point is that they let the users enter their own values.
For a controlled list, you should use a select or multi-select list custom field (or even radio buttons or check boxes) You can make it global across all projects and control the list. In fact, your use case is exactly what these fields are designed for.

This is currently not possible, labels are really free from in JIRA and Confluence.
You could use a custom single select or multi select field for your purpose.
