You'll need to find or write a field to provide these quote-numbers
Jira does create issues in a simple sequence in a project, but if you raise something you don't need, delete issues or move them, then you can't re-use the empty/dead numbers.
The last time I was with someone who was using Jira for something similar, they decided that they didn't actually care that much - having sequential numbers turned out to be completely unnecessary because all they really needed was "unique number". It was nice that you could rely on "higher number = created later than lower number" as well.
