I would assume no as Atlassian has removed the functionality.
Disabling inline edit no longer allowed
We've removed the ability to disable inline edit because the preferred way to edit issues is with inline editing and we want to encourage use of this feature. This option is no longer available in JIRA Admin (under System > General Configuration).
As Timothy points out from the v6 release notes, inline edit cannot be disabled.
However, it's fairly trivial to remove the ability to edit a field (or all fields) - just remove them from the edit screen.
If that isn't what you want (ability to ever edit any field) then create a workflow transition called 'edit' and put it on every state in your workflow, and create one screen that has all of the fields you wish to be editable. Then set that screen as the transition screen and modify who can perform the transition (add a 'condition' to the transition) to achieve your controlled edit config.

i guess another idea would be disabling edit per workflow step by using properties like mentioned here:

using properties allows you to permit functions to certain users,groups,roles only so you have some finetuning abilities.
