Is it possible to create multiple Organizations for 1 JIRA cloud instance?

We would like to create multiple Organizations since we have users coming from multiple companies (and under multiple domains). 

If this is possible, we would also like to define a different SAML identity provider for each organization. 

Is that possible?

Context: digital/ad agency group, with multiple distinct brands, IT systems, and company-structures, but with enough crossover projects that a single JIRA install is of value to the parent org.
