Is it possible to change desitination folder for attached files when drag (left click) a file directly from JIRA issue?

Currently , JIRA will save attached file into a local folder (i.e. C:\Users\spleiter\AppData\Local\Temp\chrome_drag2788_12556\test.png).

My purpose is : can I changed it as my owner customized folder or location ?

This isn't a JIRA problem, this is a browser configuration. It appears that you are using Chrome, open the Settings menu and type "download location" into the search and check your settings.
