Is it possible to block 'Share with everyone' option

Hello Experts, 

I would like to block the possibility to share dashboard/ scrum boards / filters with 'Everyone'. 

I would like it to be possible to share only with groups or users

Is that possible?

It requires changes to velocity templates, but to remove the option to share with Everyone see the knowledge base article athttps://confluence.atlassian.com/pages/viewpage.action?pageId=301663662
