Is it possible to allow Service Desk Customers to see all other Service Desk Customer Requests

We would like to allow for certain Service Desk Customers to see All Service Desk Customer requests that are submitted.  They cannot be made an agent.

Yes this feature has just been released to cloud: https://confluence.atlassian.com/servicedeskcloud/blog/2016/09/group-customers-in-organizations, coming soon to JSD server
