Is it possible to add assignees to a project on a free plan?

I'm on the free plan and it may serve useful for my needs since I have a team of less than 10 people. However I find it difficult to add people as assignees on issues even though they've accepted the invite. They can see the project, but I can't assign them.

I'm the administrator. I have them added under Atlassian Admin for Jira. Their status is Active.

As a free user I can't add users & roles under project settings. I was thinking the alternative is to add them in Atlassian Admin.

If I can't assign users to an issue, it kinda defeats the purpose of me using Jira.

Hey, they have user access permission on a company managed project.

On a Free plan, each project's permissions are open to all. They should have the assignable issue permission.

To make sure, is this a company-managed project or team-managed?

Do they have Jira user access permission under admin.atlassian.com or jira product admin?
