What do you mean by track? JIRA can be used to 'track' any type of issue you want to create. This usually means taking an issue from creation to closed though some kind of logical workflow. You could create an issue type of Team Meeting and have fields for attendees, notes, action items, etc.; the same things meeting minutes would have. Sub-tasks could be created for action items. I would use a very simple workflow like Open> Closed for the meeting and action items.
