So our parent is feature and child are stories and defects.
We have 1 custom field that is only for feature issue types.
Is it possible to see in dashboard or in filter that if I isolate all issue type stories in a particular JIRA project, to fetch this custom field from its parent?

No, that is not possible with native Jira filtering functionality if your filter retrieves only the child issues. You would have to include the parent issue in the results also.
Can you tell us more about your scenario? What is the field you want to include? Why do you want to include it in a filter for child issues if it is relevant only for the parent issue?
So we have feature tickets that have a field called "Project Managers" which is only for feature issue types.
These features will have child stories but that field is not visible in there.
We were creating some sort of dashboard to check the status and one of our managers was asking if the dashboard can see for every story tickets on which feature it is parent with, who is the project manager.
I already told them that based on my knowledge, this is not possible. I am inquiring if there is anyway this can be done.

Without a third party app, the only method I can think of is to copy the Project Managers information from the parent issue to the child issue.
If you are willing to consider a third party app, there may be other possibilities. You might even already have a third party app that could help with this.

I have not worked with any apps myself that would provide this, but some of the custom reporting apps like eazyBI and others might provide the capability you seek.

Indeed, within eazyBI you can fetch and filter your issues by the custom field present in the parent custom field, assuming the custom field is a single select field.
The solution would be passing down the values from the parent to the child, which would then allow you to filter out your stories based on their parent's custom field.
