Is it possible for non-agents to see SLA status and resolve issues?

Intenso have Extensions for Service Desk that can show metrics in the customer portal though.

Yup, this does what you're looking for to some extent, and a ton of other useful stuff.

Hello Michael, 

In additional with the other responses, as the SLA is viewed inside JIRA settings (On the Service Desk projects) and the Customers don't have access to it, this is currently not possible. By this reason, I'd suggest you to vote on the following issue to increase its popularity and add it to your watchlist for future updates:
