We are using JIRA v6.4.12 (server version) with many projects created on that instance.
One project (lets called "Project X") has requested to customize its workflow, but so far we know that only JIRA Admins can customize workflows so the project admin would require JIRA admin permissions as well.
So here my question:
Lets say we have a custom workflow called "Custom Workflow X", which it associated to "Project X" : Is it possible that the project admin of "Project X" could modify "Custom Workflow X" without having JIRA Admin permissions?
If the answer is YES, then could you point me to specific documentation on how to do this?

No. Workflows are controlled by administrators.
If you have JIRA Agile, you can "simplify" a workflow in use by a board, giving the admins the ablility to add and remove status from it, but they don't get access to the transitions (all users can move from any status to any other), and you don't get to use any post-functions, validators or conditions.
