Is it possible and how Application link(s) between two different cloud application instances ( JIRA SW and Confluence one) can be created?

I have created JIRA software cloud instance ( https://aleksajira.atlassian.net ) and Confluence cloud instance (https://aleksaconf.atlassian.net/) and I cannot connect them by using Application Links JIRA feature. Is there any way to connect them and how can it be done?

I don't think there is, Atlassian kind of expect you to create one site with JIRA and Confluence together in it (and hence automatically linked)
