In some cases people do want to note the last working version, and my question is is it safe to write this inside fixVersions instead of adding a new custom field.

Do you think this is a good practice and if not, state why and please suggest alternatives.

If someone is going to read "fixVersions" literally, it meas "what version this issue is fixed in". So, no.
