Does UseTFS consume a JIRA license? We're trying to see if we need to purchase additional JIRA licenses for our programmers if all they'll be using is UseTFS.

UseTFS addon license count needs to match with your current JIRA Server license count. For example, if you have a JIRA Server licensed to 50 users, you'll need to purchase UseTFS addon for 50 users as well, otherwise it won't work due to license count mismatch.
