Is Confluence Cloud Free able to integrate with Jira?

I created a free confluence account and would like to integrate it with my Jira application. But, whenever I try the application link I get an error saying I can't do that, only administrators can. I am the administrator, so, is this just turned off for the free version?

Hello Kim,

Are you an admin on both Jira and Confluence? Are you using a specific authentication method or do you not even get to that point?

Can you post a screenshot of the error?

I'm admin on both. Authenticated to Jira with singlesignon, the other with user name and password.
