Perhaps you should try to raise a support ticket in https://support.atlassian.com/ and seek help from the support engineers if you need this to be looked at quickly.

You have to make sure that the user is either removed completely or deactivate the user (https://confluence.atlassian.com/display/JIRA/Managing+Users#ManagingUsers-Deactivatingauser)

Perhaps you can elaborate more on the issue that you are facing here? What problem are you actually having? Unnecessary comments by invalid email address as in you set some permissions in your Permission Scheme to Anyone?

If someone leave the company, his email address is removed from mail server. However if he is in watcher or reporter list, then comments like

Your message
....................................
did not reach the following recipient(s)

is added in that issue in every 5 minutes.
