Hello there,

The best way to perform this is using Fisheye to handle this connection.

However, if you don't want to use another application to perform this connection, you can use JIRA Subversion Plugin (https://marketplace.atlassian.com/plugins/com.atlassian.jira.plugin.ext.subversion).

Jira Subversion Plugin is free but it doesn't support svn+ssh. I think it will be worth to configure an apache+mod_svn to provide http(s) access to the repos.

Another candidate:

https://marketplace.atlassian.com/plugins/com.atlassian.jira.plugin.ext.subversion

It's free but it doesn't support svn+ssh. I think it will be worth to configure an apache+mod_svn to provide http(s) access to the repos.
