Is it possible to configure Jira so that the 10 users use Jira, but others users send Issue into Jira by email and receive answers from Jira only by email?
more than ten users can open issues by mail, but then you have to declare a "default reporter". The original reporter is not created as reporter and does not get any response mail.
The original mail sender is appended in the issues description field, so you always know, where the mail came from
