Installing JIRA connector - it fails with missing requirement

When installing JIRA connector from update site, it fails with message. Both update sites fail with the same message http://update.atlassian.com/atlassian-eclipse-plugin/rest/e3.7 http://update.atlassian.com/atlassian-eclipse-plugin/e3.6

{code}Cannot complete the install because one or more required items could not be found. A variation of that problem (might raise new ticket if it feels too different;-) prevents us from using the new JIRA system with Mylyn behind company firewall.

The offline JIRA connector archive (3.2.2 for Eclipse 3.7+ and JIRA 5+, the error also happens with 3.5 or 3.6 files) cannot be installed as it fails with the following error:

An error occurred while collecting items to be installed
session context was:(profile=SDKProfile, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).

Sorry this isn't an answer, but hopefully if someone has an answer it may cover both Online and Offline installations of JIRA connect...
