Install to SQL Server says database is not empty. Why?

I had my IT Admin create a new database on our SQL 2008 R2 server and added a SQL User u_jira with db_owner role for that database. Nothing else was added or created in the DB.

When I run the installation and provide the SQL server details, the Test Connection returns with an error message that The database specified is not empty.

But it is as fr as I cn tell. What is this test checking to determine empty or not??

OK So after poking through some java code it appears that the test for DB objects is picking up the presense of the system objects if you use the dbo schema as recommended in the updated install notes relating to errors with Confluence.

You can not install jira with the dbo schema.
