Inline editing of Assignee field from view screen in a issue doesn't send mail notifications

Why is it so taht inline editing of any issue with respect to assignee field doesn't trigger mail to concerned users based on notification scheme else in all other cases it does.

Please suggestyour opinion on this. And what could be the workaround?
