Including the Issue Picker custom field into the customer portal

We are looking to allow our customers on service desk to see and select from the Issue PIcker searcher field.  Currently, I can't get that field to show up on the portal page.  

Use case: We want our customers to see a list of current issues's summary that they can reference in their new requests.
