Want to know the steps about how newly created tickets of issue type 'Incident' be always created as NEW status.

you need to customise your workflow or create a new workflow, in which the first status is "NEW" instead of "Open". After the workflow is customized or created, you have to assign the workflow to the issue type "Incident" in your workflow scheme.
