People who mention sub-flows have usually come from one of a couple of legacy issue trackers that have evolved very broken ways of handling process flows.

No, JIRA doesn't do it - a workflow should map the process for the issue in full.

However, you can split up a piece of work into chunks, and they can have their own workflows, depending on the type of sub-task.
