In jira service desk can a customer add a participant when creating a request?

We are using SD v2.3.6.

I see that a customer can add participants to the request after it is created. How can a customer add participants when they are creating the request?

The feature request is here –

A comment has a workaround using Post Functions and a User Picker field.

That would be a viable idea if

  1. We were running v7 of JIRA, and
  2. We were interested in paying even more money for functionality that should already existing in the core product.
