In Portfolio the member on a story is not updated when the assignee is changed in JIRA.

If I change the member in Portfolio on a story, then the assignee is changed in the story in JIRA.  If I change the assignee in the Story in JIRA the member is not changed in Portfolio.  This seems inconsistent.  Is this a bug?

I think you are facing issue in case:

When we change the assignee from Portfolio it will be reflected on JIRA. But now when we change assignee again from JIRA for the same story then it will not be reflecting on Portfolio after recalculating plan.

If YES then the solution is here:
For this we just go to the Members column of that story -> click on the member -> a menu get opened -> click on "Clear selected items" -> Click on "Apply"  -> Now commit the changes
Now assignee will get changed.

Above process is feasible if number of items are less but this process might become lenghty If we do have many items.
