In JIRA, why some issues cannot be voted on?

In my JIRA, some tickets has

Votes:0 Vote for this issue


and I can click on it to vote. For some other ones, I see

Votes:0 Vote for this issue

but can't vote. What's missing?

They're usually in a state that means voting is of no use (closed)

I doubt it. The issue has Status:REOPENED, Resolution: Unresolved, Type:Bug. Is it a suitable state for voting?

Ok, what else can you do to the issue? Can you edit it at all? Also, is Resolution: Unresolved showing the "Unresolved" in italics?
