In JIRA portfolio, why can't you add skills to a specific person?

Seems like the appropriate place to assign a skill is to a user and not just to a stage.  Why can you assign skills to a person.  For example, if I have a person who has the ability to do Android architecture work, plus UI, plus core, then I want that person assigned to all three.

First you need to create skills and stage (Configure -> Stage and Skills)
Then you can go into Team section and add skills to users
Hope this help you

I have added stages and I can add skills to the stage, but when I go back to the team section I still don't see a way to add the skill to the individual user.

Actually I do see it now.  But it is confusing why we are creating teams under the shared team section and then having to reconfigure the teams in the Teams section.  Doesn't make sense to me.  Why wouldn't you setup all of your teams and your skills and then pull in the teams accordingly?

Yes I agree with you, not so easy ... maybe you could ask directly to Atlassian for a change : https://jira.atlassian.com/projects/JPO/issues
