In JIRA, can I assign a user as a watcher to an issue, whereby this issue resides in a project where the user doesnt have access to?

We have a project in JIRA called 'Employee Contracts'. Only users who are in the Legal & Compliance team have access to this project. We want to know if its possible in JIRA to add a user as a watcher to a task in this 'Employee Contracts' project, when he doesn't have access to the project itself.

 

For example, Legal have an issue regarding Ben's contract. Legal would like to add Ben as a watcher to a task dealing with his employment contract, so that he can monitor the progress. Ben does not have access to the project 'Employment Contracts', but Legal would like him to see just this task, not all tasks under 'Employment Contracts'.

 

Is this possible to do?

They need at least browse permission. You may be able to develop a security scheme that you can apply to all the other issues that restricts them from seeing it, but it would have to be automatically applied to all new issues
