There is no way for an ordinary user to see who gets notified. She can see the list of watchers, who are most likely to be notified, but it all depends on the notification scheme associated with it.

Some projects have their project lead or component lead added on a notification scheme. You can even add user or group customer fields. A project admin have to publish the list of recipients and the users can then check the list to find out who gets notified.

Basically people who are watching the issue and the reporter of the issue gets notified about any change and if components are being used the default assignee or component lead who assigns the specific ticket to the developer gets notified, which a developer can get to know. Eventually project administrator can set notification schemes, based on their requirement, on whom to get notified on specific change in issue.
