In JIRA 4.4.5 SMTP configuration option is missing/disabled? How to enable it?

Hi We were using jira 4.3.1 with pop configured server. I upgraded server to jira 4.4.5 now. Everything seems working apart from mail. I have to configured smtp server not pop/imap. When I go to Administration : Administration > System > Mail > Mailservers. The only option I get POP/IMAP not smtp server. It doesn't display the "Add SMTP Mail Server" screen.

I am not sure if it is disabled somewhere or missing plugin?

I am using RHEL Linux 5.8. and built jira war file as mentioned on jira4.4.5 documentation. (not using standalone version)

Can any body help me to sort this out?

You need to be a JIRA System Administrator to add SMTP server. I am guessing you are only a JIRA Administrator.
