Importing workflow causes duplicate fields

The project managers work on a separate development instance when they are creating or modifying a workflow. They then export it and import it into the production instance.

What we've noticed is that the import process results in duplicate fields with the same name, thus then needing remedial work to delete those duplicates.

Is there a step being overlooked that avoids those duplicate fields being created?

We have the same issue. Not only fields but also statuses are duplicated.
