Import of Test Results from SQL Lite Database to Create Issues in JIRA

I have a SQL Lite Database containing the Test Results derived from test executions. Can Import the same into JIRA to create defects based on failed cases.

Yes.

But you'll need to write some code to do it - scripting for one-off or regular loads, a plugin maybe for a direct connection (so Jira reads the database as it runs) or a plugin or application if you want to integrate the systems.

JIRA Command Line Interface runFromSql can create issues by constructing a suitable query.
