Import from JIRA Software Cloud destroyed local DB

I did an import of a backup from my Cloud JIRA to my On-Prem JIRA and it deleted the entire DB. Im using the embedded h2 DB since I only have a small environment. 

So, obviously I cannot login as admin, when i went to do a password recovery, the whole table containing user data, is just gone. It doesnt even recognize the commands needed to create a new user. 

Is there anyway to reimport the tables or a sql dump of some sort for the embedded DB?

A backup import always cleans out the target system, it warned you about it before you committed to it.

A Cloud system contains a standardised admin user - sysadmin with a password of sysadmin - you should be able to log in as that and grant other users more rights.
