There is a 4 GB size limit on webdav, but I need to import 8.5 GB. How do I go about this? I assume I need to have someone at Atlassian to either open up more space on webdav or else migrate the data (including attachments) for me.

4Gb is not actually related to size limit but latency. In other words, you can have 8.5Gb uploaded to webdav, but you need to split this file first, and upload smaller packages one at a time (1 to 2Gb is recommended). Once you have uploaded them all, raise a support ticket at support.atlassian.com to request someone to join them for you.
That should do the trick.
