Implementing Risk management in Portfolio for Jira

I intend implementing Risk Management on Jira. Would solicit recommendations for implementing Risk Management.

I am currently thinking of creating an Issue Type called Risk at Story level. I can include Risk Probability and Risk Consequence  custom fields and Use Labels to set ROAM attributes.

I can then link Risk to Stories as blockers thereby building that dependency.

I would appreciate any better ideas.
