If my general configurations "Options" setting for "Allow Unassigned Issues" is OFF can I somehow allow it for only 1 of my projects and not others?

I have many projects all of which do not want the "Allow Unassigned Issues", but now I have a project that wants to allow them, is there away to allow by project this option or is it global?

Create a new "field configuration scheme" for the projects that don't want unassigned issues, and set the assignee as a mandatory field in there.
