If I merge Jira from server to cloud, The users who are there in the Jira cloud would be affected?

I wanted to migrate Jira from the server to the cloud. If I merge, The users who are there in the Jira cloud would be affected?

The below message I did see while merging.

Importing a database backup will overwrite any existing data in your Jira Cloud site, including projects, issues, attachments, and Jira configuration.

Depending on which option you’ve chosen, this will also either overwrite any existing users or merge them with those currently on your site.

Could you please help with this...

Yes importing your server into cloud would remove all previous data. 

You can follow this guide of merging two cloud instances (just replace one of the cloud instances with your server).

You do all the merging in the server environments and then upload everything into the cloud.
