IT Service Desk - licences

I want to use the IT Service Desk for help desk and request management. The company has total 2000 employees including 100 in IT department. There are 4 help desk agents and 2 employees that assign the change requests to the developer teams. 

What licences I have to select?

6 agents,  and possibly 100 jira core users,  assuming the 100 need to be jira users.
