Just to clarify, JIRA Cloud uses Crowd so the answer is, Yes!
If you are exporting JIRA, you can open the entities.xml file and look for something like this:
<Directory id="1" directoryName="JIRA Internal Directory" lowerDirectoryName="jira internal directory" createdDate="2013-02-28 11:57:51.308" updatedDate="2013-02-28 11:57:51.308" active="1" description="JIRA default internal directory" implementationClass="com.atlassian.crowd.directory.InternalDirectory"
Additionally, scroll to the end of the xml file and you should see the user count. If its 0, then the users are still in a external directory (Active Directory, LDAP), otherwise if they are in Crowd they should be included natively in the export.
