I would like the ability for JIRA to send a scheduled (weekly) report to the Developers of all our issues ranked by priority

Is this possible?

You can create a Filter of all issues and then do a group subscription on weekly basis. So an email with the issues will be send once a week.

The limitation on this is the number of issues within the mail (I think 100)

Where would you set up a group subscription?

in the menu go to Issues --> Manage Filters then to right click on subscribe
