Hello,

I want to use the combination of the two properties but the second one does not work. I am added to the project as administrator but still can't edit the issue.Any help would be appreciated.

@Priyanka khare You can't use these two properties together, as the first property effectively turns off the editing rights for the task.

If you just use the second property, then only the project admins will be able to edit the task, so by removing the first property this should fix your issue.
