I only want to migrate users with valid email addresses

Currently, there are many users who have left my Jira server. I don't want to migrate these users to Jira cloud. Is this possible? Should I use the method [Migrate invalid users as Former users]?

1. Disable Inactive Users: Before starting the migration, disable inactive users in your Jira server.

2. Use the "Migrate Users as Former Users" Option: The "Migrate Users as Former Users" option allows you to preserve user activity (like comments and history) while deactivating and anonymizing these users in the cloud.

3. Bulk Disable Inactive Users in Atlassian Cloud Organization: After migration, you can further manage user access through Atlassian's admin portal. Visit admin.atlassian.com. Navigate to your organization and select User Management. Choose groups like jira-software-users and bulk disable or delete selected inactive users.

Taking into account the options provided by @Sushant Verma 

make sure no duplicate user names exist, combine these users or rename them, the same applies of users where the same email address is used.

Remove disabled user from your server instance if they don't server any purpose anymore
