I need to get data on tickets continuously to an external system. (JIRA CLOUD)

I know the simple answer here is Rest API, my problem is, i am not a programmer. 

Without paying a pretty penny per month, what are my options to automatically export ticket data from Jira Cloud to perhaps an XML file on a schedule?

You have the right idea with the REST API, but the rest of the question is really not answer-able.

Cloud won't provide you with "exports".  The REST API does allow another system to fetch what it wants, when it wants it. 

So, the concept "export data" is not goint to work.  You need to be thinking in terms of "external system asks JIRA for data" instead.  So all the questions around data, xml and schedules need to be asked of your external system, not JIRA-on-Cloud.
