I need the value of two custom fields to be expressed in a calculated field

Field1_value + Field2_value = Field3_value

 

I'm using onDemand so I don't think plugins are available - are there other options.

I don't think that there is a way to do this right now. You would have to write an Atlassian Connect add-on to do this.
