I have done everything that Atlassian support has suggested but I keep getting an error.

There's a number of things to try, but I'd probably be repeating what Atlassian support have told you.

What have you tried so far?

Thanks for your response, so I have updated the database to a newer version postgresql db, from 8.4 to 9.3, I have removed all the plugins and reinstalled them after a reboot.  Yet I still get the error listed in the original post, we have been using jira for 3 yrs now with the agile app installed.  Since jira 7.0 this in part of the software, we also had service desk installed which we still have a valid license for, the errors seems to point to the agile app internally.  Yet I cannot find how to resolve I have looked through the database and I have had a DBA do the same. I cannot find the block that is not allowing the upgrade to the newest software and when I try to upgrade the jira core from 7.0.4 I get this error:

 

“To get the latest version of JIRA Core, you'll need to download the installer first.”

 

Not sure what the issue might be.

I'd break this up into steps.

You have an 8.4 database and a working installation of JIRA (what version?)

Stop it all and upgrade the database - does that cause the JIRA to stop working?

Now what upgrade are you trying to do on the JIRA installation?
